Prior to the smuggling activity happening at my properties in Cochise and Sierra Vista, I had never had occasion to call on law enforcement and was unfamiliar with the methods used by human smugglers other than from a peripheral viewpoint.
After observing suspicious activity for over a year, I realized in March 2017 that my ranch in Cochise was being used for illegal smuggling, I put together a report on my observations and provided it to the Cochise County Sheriff Office (CCSO) via their Ranch Patrol web site. I called CCSO and the US Border Patrol (USBP) when I saw activity. I actually thought they would be grateful for my help in identifying an established route and stash house for illegal smuggling. I was wrong.
In May 2017 I began to suspect my Sierra Vista property was also being used for human smuggling and that the people involved were linked to the smuggling activity at my Cochise ranch. In Sierra Vista I called CCSO about prowlers and illegals in my attic. Deputies responded but CCSO took no further action.
In late 2018 and early 2019, after accumulating more than two years worth of observations of the smuggling activity in Sierra Vista, and at my ranch in Cochise, I provided nearly 1000 pages of documentation to multiple law enforcement agencies. Again I thought these agencies would be grateful for my identification of an extensive network of human smuggling that had tentacles throughout Sierra Vista and within local businesses. Instead I was basically ignored. A single federal agency, Homeland Security Investigations (HSI), opened an investigation but terminated it for reasons they would not reveal to me despite several requests.
In 2020 I reviewed the CCSO incident reports for both the ranch and my Sierra Vista property. I was surprised to see that my concerns were dismissed out of hand. It appeared that, instead of investigating the smuggling, CCSO directed their efforts towards building up a derogatory profile on me. And then they used that to pursue actions against ME, the victim, not the smugglers.
As a result of the less than rigorous efforts and blatantly vindictive actions by law enforcement, the smuggling activity was not impeded in any way and continues to the present day.
The following describes the highlights and summaries of my interactions with law enforcement. The details of these interactions are in the document “The Cops vs The Victim.”
Having observed continuous suspicious activity since September 2015 (over a year and a half), I was now sure that my Cochise property was being used for illegal activities (human smuggling, drugs, etc.) and my efforts to discourage it were having no effect. I was also concerned that I could be seen as an accomplice in these Cops vs Victim activities if I didn't report it to law enforcement. So I developed a summary of events and an analysis of electricity usage at the ranch from 2015. In March 2017 I submitted this report through the CCSO Ranch Patrol web site and spoke with a Deputy about it. After that I called CCSO about activity in the mobile, and the Border Patrol about activity at the ranch. The Border Patrol included CCSO in their response to my call. Both of these responses failed. I tried to show my documentation to the BP and CCSO in person. That was unsuccessful on many levels. The most significant were being informed by a CCSO deputy that my calls in March were considered to be fraudulent, and being threatened by another CCSO deputy that if I called again I would be charged
The following lists the highlights of my review of the CCSO incident reports for the ranch calls and my attempts to meet with CCSO and the Border Patrol.

DownloadIn May 2017, after seeing unusual activity on my Sierra Vista security camera while I was in Wilcox, I started to suspect the guys from Cochise had followed me home from my ranch and were now hanging around my Sierra Vista property. I started looking at the security cameras daily and saw lots of reflective activity where there shouldn't have been any. I started to find damage in and around my house. I began to recall unusual incidents in the past that I had attributed to normal causes but which I now suspected were actually the result of the smuggling activity. I attempted to light up the area around my house. I took photographs in an attempt to capture photographic validation of the activity. I added more security cameras. I went out and walked around with a flashlight when my dogs barked unexpectedly at night. In June 2017 I realized illegals were being stashed in my attic. Based on what I was seeing and past events I had disregarded at the time, I concluded that my Sierra Vista property had probably been used for human smuggling for at least six months. These guys were professionals and probably drug dealers to boot. They knew how to manipulate a situation and make lots of money in the process. Kind of like planting drugs in innocent people's vehicles who then drive to a safe location (like their home) where the drugs are removed. I began to keep a journal of daily observations and events.
I interacted with CCSO three times in 2017. In May I called about prowlers. In June I called about illegals in the Open PDF attic and sent an e-mail to Sheriff Dannels with photos. In July I initiated a records request through the Cochise County Web Site for any CCSO calls to my Sierra Vista property prior to my purchase in 2008. In August one of my neighbors mistook my attempts to discourage the smugglers and obtain evidence of their presence, as being directed at her and complained to CCSO. In October CCSO initiated contact with me after another one of my neighbors requested a welfare check. None of these interactions resulted in any follow-on investigative actions by CCSO or any decrease in the smuggling activity.
In August 2019 I requested and was given copies of the CCSO incident reports. I didn't review them in depth until 2020. That's when I realized CCSO deputies were “diagnosing” me with a medical condition and routinely making inferences to that diagnosis in their reports. I named them the Doctor Deputies. The following includes the highlights of my review of the CCSO incident reports.

In 2018 I interacted with law enforcement on three occasions. In early 2018 I discovered the smugglers had hacked into my computers. In February 2018 I ordered a new one on line. It was intercepted by smugglers embedded in FedEx and also hacked. I contacted the FBI about this and the other smuggling activity I had observed. They did not respond.
In June 2018 I realized that the smugglers were using vendor vehicles for transporting illegals and using their people to act as decoys around my property. The decoys would distract the dogs and then the illegals would be moved in or out of my attic. I would observe this decoy activity over and over. I documented and took photos of the activity. Occasionally I would confront them. In June 2018 I called the Border Patrol 1-800 number about a suspicious vehicle on my street. I requested a meeting but the BP Agent never called me back. A few days after that, I observed a male walking his dogs. He paused on the street adjacent to my property. Even though my dogs were barking non-stop at him, the man did not move on. This was typical smuggler decoy behavior. I confronted him. He finally left but called CCSO. In 2020 I reviewed the incident report for that call. It appeared to be written to add to the derogatory profile CCSO was building up about me. Another confrontation was with a man at the vacant house across from mine. That resulted in a visit by the absentee owner and a CCSO Officer.

By June 2018, four of my computers had been hacked by the smugglers. At that point I physically bought another computer (an HP Stream) at Walmart and started using it. That also got hacked. At the time I thought the smugglers had got in through one of the network interfaces. In July 2018 I bought a used computer, a Studio One, at Monsoon PC. I had them remove the wireless card. That one worked for a few weeks but then it was also hacked. I tried to find and remove the hack code but was unsuccessful. I couldn't figure out how they were getting into it without any network access. The next time I left the house, in August 2018, I put the Studio One in a trunk with a small padlock. When I got home the padlock was opened. That's when I realized that the smugglers were in my house whenever I was away. And that's when they set up their hack code and copied my files.
In February 2019 I took the computer back to Monsoon PC and had them reload the operating system. After that I would take the computer with me whenever I left the house. In October 2019, when I was involuntarily detained, the smugglers got into the house and hacked the Studio One again. It remains in that state to the present day.
After the August 2018 hack, I started to use the Studio One in Safe Mode. None of the smuggler hack code loaded. I could finally work on the report. By this time I had nearly three years of data to transcribe. It took me until December 2018 to get it into a report. The final documentation consisted of almost a thousand pages of narrative and photos. I included a section on the ranch smuggling. I included several files with the daily logs of events related to my computers, my cell phones, the stalking, vehicle damage, dog abuse, landline tampering, break-ins to my house, the illegal smuggling activity, knock-out drug indicators, camera tampering and light tampering. I included a main document that gave a history of the events leading up to my discovery that human smuggling was going on at my home, and my analysis of how they were accessing my attic, their paths on and off my property, the use of my neighborhood and neighbors, and events resulting from smugglers embedded in local businesses. The sheer volume of the information was irrefutable and undeniable. I put all the files on SD cards and wrote up a cover memo. That was the package that I delivered to law enforcement (CCSO, FBI, HSI, SVPD).
There was no response by the recipients of my documentation. The only agency that took action was Homeland Security Investigations (HSI) but I had to do some digging to find that out. In April 2019 I called HSI Phoenix to make sure they had received my documentation and see what they were doing about it. Agent Paul Moore at HSI Douglas called me back. HSI had opened an investigation. Agent Moore asked me for updates to my documentation. He said to drop it off at the SVPD where he had an office. I provided the first update in May 2019. The second update I attempted to drop off in July was initially refused because CCSO told the SVPD not to take it. So CCSO was sharing their derogatory profile of me with others? Despite several requests, HSI would not provide me with a status of the investigation. Due to CCSO interference?
Although I noticed increased BP helicopter fly overs, the smuggling activity continued. During one interaction I had with a CCSO officer, he told me they were increasing patrols in my neighborhood because of speeders. I told him he should also be watching for illegal smuggling activity. I guess some kids speeding are higher on the CCSO priority list than illegal smuggling and the associated criminal activity. Or maybe it's just easier. It's certainly a lower risk path to take. Yes?

The smugglers started to be more aggressive and less concerned about making noise or leaving any other indicators that they knew I would notice. They also continued cutting off my landline so I couldn't call law enforcement Tip Lines. At the end of July I saw a group of five illegals run along my property. I tried to call the BP Tip Line but there was no dial tone on my landline. It came back a few minutes later. Probably after the illegals had been picked up.
After hearing nothing back from any of the law enforcement agencies for a month, I decided I needed to be more proactive in dealing with them. After thinking about it I concluded that there were two aspects of my situation. The human smuggling and the criminal activity that resulted in damage to my property and compromised my physical security and quality of life. One was in the mission area of Homeland Security and the Border Patrol, the other was in the mission area of my local law enforcement provider, CCSO (unfortunately). I thought face-to-face meetings would be best. I went in person to the CCSO in Sierra Vista and asked to speak with whoever was investigating my case (based on my documentation which they received twice). They had me talk to a deputy who claimed he didn't know anything about my case or documentation. I tried to reach Agent Moore through the “talk to a person” option on the BP Tipline. No luck. I took SVPD Officer Black's advice and called in CCSO when I found vandalism in my attic. Ok. But there was no follow-up. And CCSO wouldn't give me a copy of the incident report. I called the Border Patrol Tip Line and left messages whenever I observed significant activity. They never contacted me.

The Incident Report: Denied a copy four times
By early September 2019 it was clear that the smugglers were getting even more blatant. It was almost as if they knew no one was going to help me. But I didn't give up. I decided to inundate law enforcement with information on the smuggling activity. I tried to set up a meeting with the Supervisor at the CCSO to elevate the problem to a higher level within CCSO. I started to leave messages on the Border Patrol tip line and the HSI Agent's phone whenever I saw significant smuggling events or activities. I wasn't going to hold on to the information until my next report update. They were going to get it in real time. Except it was actually probably the smugglers who got the information in real time via the tap they had on my landline. I also continued to request information on the status of Agent Moore's investigation and obtain a copy of the CCSO report on the attic vandalism. The incident report was continually denied to me. The CCSO Supervisor ignored me. HSI and BP didn't contact me back. I was being shunned for some reason. Then CCSO took action that was directed at ME, not the smugglers.

DownloadSo what's been happening since October 2019? The smuggling is still going on. My cell phone and computers are still hacked. My cameras are still being disabled. My mail is still being stolen. I'm still being stalked. There is more damage to my property. And so on. And what's law enforcement doing about it? A lot of nothing.
Let's recap the law enforcement past actions as they pertain to the smuggling activity.
Cochise County Sheriff's Office: Misconduct, Interfering with a Federal Investigation, Denial of Public Records, Possible Collusion – Thanks for Nothing
So did CCSO apologize for what they did to me? Are you kidding? Since October 2019 I haven't heard a word from them. It's my opinion that the conspiring CCSO personnel expected that I would now shut up and quit bothering them. That's partially true. I haven't called about new vandalism which continues to occurs on a regular basis. I'll be putting it on the web site instead. You, CCSO, and everybody else can read about it there. What I have been doing, and will continue to do, is contact higher authorities about your misconduct. Those guys can be quite bothersome. The Feds in particular really like to bother misbehaving state agencies that get federal funding.
Then there's that interference with federal investigations thing. What did you say to the other law enforcement agencies I went to for help CCSO? Is that why HSI Agent Moore wouldn't respond to any of my requests for status information? And why the SVPD suddenly refused to accept my update for Agent Moore and said they had to call CCSO first? Maybe you even had a hand in the FBI completely ignoring me. And how about the Border Patrol response to my call about the ranch in 2017? You guys went along on the raid remember? And then you threatened to charge me if I ever called again. Did you say something to the Border Patrol that convinced them to write off the ranch? I guess we'll have to ask the Fed agencies what you said.
So hey, thanks for your outstanding police work CCSO. Thanks for nothing.
Homeland Security Investigations and the US Border Patrol: Premature Termination of Investigation, Poor Policing, Possible Collusion – Hello?
And what's going on with HSI and the Border Patrol? It's been nearly four years since I called the Border Patrol about the smuggling at my ranch which I'm sure is still going on. It's been more than two years since my phone conversation with HSI Agent Moore during which he said he was investigating the smuggling activity at my Sierra Vista home. He did say it would take some time. But two years? Maybe some remedial education in investigative techniques is called for. Let's look at what HSI and the BP DIDN'T do.
Neither HSI or Border Patrol agents ever inspected my attic or roof. To my knowledge they never looked into the smuggler stalkers I had seen over and over and photographed. Or all the license plate numbers and vehicle descriptions I had provided. Human smugglers use license plates interchangeably. Did you check out that angle? How about covert suveillance? I suggested that houses in my neighborhood that were being rented by Hispanics be investigated. Did you do that? I did and found some that would be worth a look. No one tested my home for traces of the knock-out drugs. No one asked to look at my hacked computers and cell phones. No one investigated the repeated tampering with my landline. No one asked to see what I had found and put in my evidence box. And what about all of the business and government vehicles being used by embedded smugglers? And the interception of the new computer by smugglers embedded at FedEx? And all the packages that were delivered by FedEx and arrived opened? And the stolen USPS mail? And all of the other observations I made and documented?
In mid-2019, I looked up the tools the BP uses to detect human smuggling activity. They use link advanced cameras to see what's moving and high power radar to track the movements. They also have portable radar cameras, electronic sensor alarms, infrared scopes, and drones. Their surveillance technology includes infrared, night vision, and gamma rays and x-rays for imaging. So, with all of these tools in their toolbox, why didn't HSI and the BP uncover the smuggling activity on my property? Because all they did was have helicopters fly over looking for heat signatures. They didn't see any because the smugglers were using cloaking devices in the attic. A simple Mylar blanket would do the trick. Agent Moore admitted that was a possibility.
Here's some advice from an engineering point of view. The helicopter strategy doesn't work. No matter how many times you fly over, it isn't going to work. Isn't there an adage that talks about doing the same thing over and over and expecting a different result that just isn't going to happen?
So why didn't you try something else HSI? And why wouldn't you respond to my requests for status information? Did CCSO have anything to do with that?
Maybe HSI and the BP just used my information to make a lot of apprehensions. Agent Moore did say some of it was considered classified. What better way to nab the illegals and smugglers then to watch the stash house? The cops using the victim. Thanks for nothing HSI. And the same to your Border Patrol buddies.
The FBI: Disregard of Criminal Activity Within Mission Area – Hello?
And why the continued silence from the FBI? Many of the smuggler actions fall within your mission area. Did you even peripherally look into this? When I spoke with HSI Agent Moore in April 2019, he said he saw that I had also sent my documentation to the FBI. He asked what they had said. I had to say that the FBI did not respond at all. But based on his question to me, an HSI investigator shared my opinion that some of the activity I documented was within the scope of FBI investigations. And yet you did nothing. And you didn't even contact me to let me know why you did nothing. Did CCSO have something to do with that? Thank you for nothing too FBI.
The Sierra Vista Police Department: Listened, Advised – Did OK
The only law enforcement agency who consistently acted professionally and appropriately was the Sierra Vista Police Department. And they aren't even my local law enforcement provider. I don't know what they said behind by back (based on CCSO input). But they were willing to sit down and listen to what I had to say about the smuggling. And they actually provided useful advice. That was a lot more than anybody else did. Thanks for that SVPD.
So was I beaten down enough to cede my Sierra Vista property like I did the ranch? No. I refused to give up and co-exist with illegals in my attic, continued damage to my property and smugglers watching and listening to everything I did. But what other options did I have? In February 2020, after the trauma of the CCSO actions had lessened somewhat, I was chatting with a friend (a West Point graduate). She suggested that I use the media to bring attention to the problem. I was energized and started building a web site.

I couldn't use any of my hacked computers to connect to the Internet so I had to build the site using my iPhone 8S over LTE. I managed to build the basic structure and put in some content. Then I used my PC (in safe mode) to write up more content, copy it to an iDirect drive, copy it to my iPhone 8S, and then upload it to the site. The second time I tried to add content, the smugglers managed to kick me out of the Go Daddy site a few times. Which means they were hacked into my iPhone 8S #3. I had a lot more content to add but had to figure out what hack the smugglers were using to kick me out first. My automation life for the past three years and welcome to it.
In September 2021 I hired web designers to manage my web site and upload new content. I am hopeful that the the site will attract attention and suggestions for what to do next. It may even provoke action by law enforcement to actually do their job and resolve the situation. Because the smugglers aren't giving up. And they are laughing all the way to the bank.
