1. Set Up and Run the Business
The most important rule is to keep the mark from noticing anything that is way outside the norm. The longer you can keep her in the dark, the better. That gives us time to make modifications and determine our paths to and from the stash house and where to set up watcher locations.
• Make copies of the mark's entry and vehicle keys
• Survey the house for access points and modify them for fast entry and exit.
• Make changes to the stash area to fit the maximum number of people.
• Tap into the central heating and cooling ducts and direct it to the stash area.
• Tap off of and route water piping into the stash area.
• Identify all electrical, cable TV, data and telephone lines that run through the stash area. Install switches that can be used to disconnect them. Identify the circuit breaker for each electrical line and what it controls.
• If the mark or her dogs are in the way of our business, push drugs into the house to knock them out for the amount of time we need. If the dogs are outside – feed them drugged treats.
• Condition the dogs to obey us – use force if necessary.
• Determine paths to and from the property that are concealed by structures or
trees and bushes.
• Use vacant or unattended houses as watcher locations.
• Solicit the neighbors for handyman and groundskeeping work. Once you have one, do a really good job and don't charge a lot. Ask them to refer you to their friends and neighbors.

2. Avoid Discovery of the Business
Make sure the cops, the neighbors and the mark's friends stay skeptical of what she is telling them about us.
• Don't leave clues that the police or mark will find suspicious:
◦ Clean up areas where we have broken into the house
◦ Don't take anything of value from the home
◦ Don't leave trash laying around
◦ Don't overtly disturb anything
◦ Make sure that anything you do that will leave indicators can be attributed to something else: bad cable connections, forgetfulness, equipment problems, utility outages, rodents, the dogs, normal wear and tear, etc.
• Don't attract the attention of the neighbors; make sure our activities at the mark's house can't be seen by them:
◦ Divert or damage any lighting that is directed at our area of operation
◦ Stay behind trees, bushes, vehicles and outside structures (sheds, carport,
etc.) that block their view
• Disguise our watchers to look like they're doing normal activities in the neighborhood. If they are seen by real residents of the area, have them wave in a neighborly way. Some typical activities:
◦ Walking and jogging ◦ Couples strolling
◦ Walking dogs
◦ Bicycling
• Stay out of direct view of the security cameras or if you can't avoid them,shake them or turn them away from behind. If necessary disable them electronically.
• Do your homework:
◦ Document the vehicles belonging to people in the neighborhood and use similar vehicles from our fleet when in the area
◦ Identify the mark and the neighbor's routines and schedule around those routines
◦ Identify friends who might frequent the mark's home
• Be sure to always keep track of where the mark is and what she is doing:
◦ Open up holes in the walls to watch through
◦ Put listening devices throughout the house
◦ Put listening and tracking devices in her vehicles
◦ Follow her while she's driving
◦ Follow her into stores and restaurants
◦ Swap out the license plates on our vehicles so there aren't any repeats if the
mark starts taking notice
• Monitor and manipulate the mark's use of automation and electronics:
◦ Physically modify her electronics and automation
◦ Hack into her computer and WiFi
◦ See what she's buying on line
◦ Tap into her cell and landline phones – redirect her calls to our people if
necessary
◦ Blur out any photos or videos that capture actual images of our people -
delete them if you have to
◦ If she starts to document what's going on, crash her computer
◦ Upload her files and see what she wrote
• Call on our people who are embedded in local businesses and make sure they are assigned to any deliveries or maintenance or installation activities at her home:
◦ Open all packages
◦ Look through her mail
◦ Use installation or maintenance time to make additional modifications to the house for our purposes
◦ Intercept and modify electronics that are being delivered
◦ Intercept and divert mail addressed to or from law enforcement agencies or
others the mark is trying to get help from.
3. Destroy the Mark's Credibility with Law Enforcement
Law Enforcement refuses to admit that we could be using residential areas. That's great for us.
◦ If the mark calls law enforcement listen in on the call – before they arrive hide and camouflage any indicators of our presence
◦ When the cops are at her house get a feel for what they are thinking by what they say to her
◦ Listen in on the police band radio, or use our guys planted at the police, to find out what they are saying to each other about her
◦ If any of the mark's neighbors are a little wacko or paranoid (the older ladies in particular) suggest that the mark is crazy and encourage them to call the cops
4. Summary
Follow these guidelines and we will have a long and profitable run. We'll dig in so deep the cops will never be able to get control back. And we can use the same techniques in other residential areas. Ole!
